The short answer

Leasing at Parc View at Commonwealth involves a $50 application fee, a $100 administrative fee and a $75 one-time community fee. Security deposits range from $0 to 200% of rent depending on how an applicant qualifies. Rent includes trash, high-speed internet and standard pest control. Water, sewer and electricity are billed back monthly through Conservice with no caps. Parking and renters insurance are separate monthly charges. Current rental rates are on the floor plans page.

Why This Page Exists

One Page, Every Number

Student housing costs are rarely a single figure. Rent is one line. Utilities, parking, insurance and one-time fees at signing are the rest, and they are usually scattered across a website, a brochure and a lease document you do not see until you are ready to sign.

Everything Parc View charges is on this page. Rental rates themselves live on the floor plans page, because they vary by layout and change through the leasing season. Everything else is below, in the order you will encounter it.

Fees are set by lease year and can change. The date stamped above is when this page was last reviewed. If you are comparing communities, ask each one for the same list, and be suspicious of any that will not give it to you in writing.

Upfront

What You Pay to Apply and Move In

ChargeAmountWhenNotes
Application fee $50 At application Per applicant. Covers processing and screening. Non-refundable.
Administrative fee $100 At application Per applicant.
Community fee $75 One time Charged once, not monthly.
Security deposit $0 to 200% of rent At signing Depends on how you qualify. See Deposits and Qualifying below.
Pet fee $300 One time, if applicable Non-refundable. Separate from monthly pet rent.

For an applicant with no pet who qualifies without a deposit, the upfront total is $225 before first month's rent. Add $300 if you have a pet. Add a deposit if your qualification path requires one.

Monthly

What You Pay Every Month

ChargeAmountRequired?Notes
Rent Varies by floor plan Yes Quoted per bed, not per apartment. See the floor plans page for current rates.
Water, sewer, electric Usage-based Yes Billed back monthly through Conservice and shown on your resident ledger. No caps. Varies with your household's actual use.
Renters insurance Your policy, or $16/mo Yes Minimum $100,000 personal liability. Use your own policy or the Foxen waiver program at $16 per month.
Parking, assigned tandem $190/mo Optional Your space is reserved. Tandem means two cars share one stall front to back. 9 stalls, 18 cars total.
Parking, unassigned $225/mo Optional Park in any open space, pull straight out, never blocked in. 39 spaces total. You pay more for the freedom to come and go.
Pet rent $35/mo If applicable In addition to the one-time $300 pet fee.
Leap monthly fee Set by Leap If applicable Only if you qualify through Leap's Guarantor Waiver Program. Priced by Leap, not by the community.

The parking pricing is worth a second read, because it looks backwards until you understand it. The assigned tandem space costs less than the unassigned space. You are paying more for the freedom to leave whenever you want without coordinating with the car parked behind or in front of yours. If your schedule is predictable and you share a car with a roommate, tandem is the better value. If you come and go at odd hours, it is not.

Included

What Rent Already Covers

Included in rent

No separate charge
  • Trash removal
  • High-speed internet, 1 Gbps
  • Standard pest control service
  • Furnished apartment, no monthly furniture charge
  • Bedroom: full-size bed, two dressers, desk, desk chair

  • Electricity

These appear on your resident ledger rather than as separate accounts with each utility company. You do not set anything up yourself and you do not get separate bills in the mail.

There are no usage caps, which means your charge reflects what your apartment actually uses. A four bedroom apartment where everyone runs the air conditioning at 65 degrees will cost more than one where they do not.

Not included

Budget separately
  • Cable television, not offered
  • Parking, monthly charge
  • Renters insurance, required
  • Pet fee and pet rent, if applicable
  • Streaming services
  • Groceries and personal expenses

There is no cable package at the community. Most residents use streaming over the included internet.

Deposits and Qualifying

Why Deposits Range From Nothing to Two Months

The security deposit is not a fixed number. It depends entirely on how you qualify, and understanding that before you apply is the difference between a $0 deposit and one equal to two months' rent.

How you qualifyRequirementDeposit
On your own Monthly gross income of at least 3x the monthly rent, plus qualifying credit history $0
With a guarantor A guarantor who meets the income and credit standards, commonly a parent $0
Through Leap Approval from Leap's Guarantor Waiver Program or Institutional Cosigner program $0
Without any of the above Applicant does not qualify alone, has no qualifying guarantor and is not approved by Leap 2 months' rent
No Social Security number Identity verification requirement, additional to the qualification paths above: valid passport with I-551 stamp, work visa, or Form I-94, I-94A, I-766 or F1 visa valid through the lease term 2 months' rent

Very few full-time students earn three times their monthly rent, so for most applicants the realistic paths are a guarantor or Leap. That is normal in by-the-bed student housing and not a mark against an applicant.

Leap is a third-party cosigning partner. Its Guarantor Waiver Program approves applicants based on student status with no upfront cost and a monthly fee. Its Institutional Cosigner program charges a one-time fee to cosign for the lease term. Both are priced by Leap. Apply directly with Leap and get approved within two weeks of your application at the community.

Applicants must also meet the minimum age required by Virginia law, or have a guarantor co-sign, and must have no prior eviction or unpaid balance owed to a previous landlord.

Situational

Fees You Will Only See If Something Changes

FeeAmountWhen it applies
Late fee 10% of rent Charged on the 6th of the month if rent has not been paid.
Transfer fee $350 Moving to a different apartment within the community during your lease.
Lease reassignment fee 85% of one month's rent Handing your lease to someone else. See below, the process matters more than the fee.

Leaving before your lease ends

There is no subletting at Parc View. The only way out of a lease before it ends is reassignment, and it puts the work on you rather than on the leasing office. The steps:

You notify the leasing office of your intent to reassign. You find a person willing and able to take over the lease. That person applies, pays the application fee and any other applicable fees, and must independently meet the rental criteria with their own qualifying method, because yours does not transfer to them. You pay the reassignment fee and clear any balance on your account. The assignee signs a reassignment contract and a new lease in their name. You turn over all keys, parking passes, amenity passes and access cards. The assignee completes a move-in checklist, pays applicable rent and fees, and accepts the keys.

You remain responsible for the lease until all of that is finished. The 2027/28 lease runs August 14, 2027 to July 31, 2028. Sign it expecting to hold it for the full term. Reassignment is a real option, but it depends on you finding a qualified replacement, and that is not guaranteed.

Do the Math

Building Your Real Monthly Number

Comparing student housing on advertised rent alone is how people end up surprised in October. Build the same number for every community you are considering, using this structure.

LineAt Parc ViewAsk every other community
Base rent, per bed See the floor plans page Is this per bed or per apartment?
Internet Included Included, or separate line item? What speed?
Trash and pest control Included Included, or a monthly service fee?
Water, sewer, electric Billed back, usage-based, no cap Capped allowance or usage-based? What happens over the cap?
Furniture Included, no monthly charge Included, or a monthly furniture package charge?
Renters insurance Your policy, or $16/mo Required? What liability minimum? Waiver cost?
Parking $190 tandem, $225 unassigned, 57 spaces for 509 beds How many spaces for how many beds? Guaranteed or waitlist?
Monthly total Add the lines above Compare these totals, not the advertised rents.
Upfront, one time $225, plus deposit and pet fee if applicable Application, admin, community, amenity and deposit?
Lease term August 14, 2027 to July 31, 2028 Does it cover summer, or end in May?

Two lines do most of the damage in these comparisons. The first is a utility cap, where a community includes utilities up to a monthly allowance and bills the overage, which can make a low advertised rate expensive in July and August. The second is a furniture package billed monthly on top of rent, which can add meaningfully over a full lease term. Ask about both explicitly.

Questions

Straight Answers

Applying and Moving In

The application fee is $50 and the administrative fee is $100, both per applicant and charged at application. A one-time community fee of $75 is also charged. For an applicant who qualifies without a deposit and has no pet, that is $225 in total before first month's rent. A pet adds a one-time $300 pet fee. A security deposit may apply depending on how you qualify.

The security deposit ranges from $0 to 200% of rent depending on how you qualify. Applicants who meet the income and credit standards on their own, or who have a qualifying guarantor, or who are approved through Leap, pay no deposit. Applicants who meet none of those pay a deposit equal to two months' rent. Applicants without a Social Security number must additionally verify identity with a foreign passport carrying an I-551 permanent residency stamp, a valid work visa, or a Form I-94, I-94A, I-766 or F1 student visa valid through the lease term, and pay a deposit equal to two months' rent. This is an identity verification requirement and is separate from income and credit qualification, which still applies.

The community fee is $75 and it is charged one time, not monthly. It is separate from the $50 application fee and the $100 administrative fee. Contact the leasing office for detail on what the community fee covers.

Monthly Costs

Trash removal, high-speed internet and standard pest control service are included, and apartments are furnished with a living room television. Water, sewer and electricity usage are billed back monthly through Conservice and appear on your resident ledger rather than as separate utility accounts. There are no usage caps. There is no cable television package. Parking, renters insurance and pet charges are separate.

No. There are 57 garage spaces for 509 beds and they sell out every year. The garage holds 39 unassigned spaces and 9 tandem stalls accommodating 18 cars in assigned pairs, roughly one space for every nine beds. If a car is essential to you, ask about a space the day you apply rather than at move-in, and have a backup plan. There is no EV charging. Secure bicycle storage and bike racks are on site, and most residents walk to class.

No. There is no EV charging in the garage. Residents with electric vehicles will need to charge off site. Secure bicycle storage and bike racks are available, and the GRTC Pulse Arts District station is about a 4 minute walk.

Internet is 1 Gbps and it is included in rent at no extra charge. There is no cable television package, so most residents stream over the included connection. Contact the leasing office about wired versus wireless setup in the apartment.

No. There are no utility caps. Water, sewer and electricity are billed back based on actual usage through Conservice, a third-party utility billing provider. This cuts both ways: a household that runs the air conditioning constantly in August will see a higher bill, and a household that does not will see a lower one. Communities that cap utilities include an allowance and bill the overage, which is worth asking about when you compare.

Assigned tandem parking is $190 per month and unassigned parking is $225 per month, and there are only 57 spaces for 509 beds. The garage has 39 unassigned spaces and 9 tandem stalls holding 18 cars. Tandem means two cars share one stall front to back, so the outer car may move for the inner car to leave. The unassigned space costs more because you can park anywhere open and pull straight out. Parking sells out every year, so ask the day you apply. There is no EV charging. Secure bicycle storage and bike racks are on site.

Yes. Residents must carry at least $100,000 in personal liability coverage. You can use your own policy, in which case bring proof of coverage meeting that minimum before move-in, or enroll in the community's waiver program through Foxen at $16 per month. Compare the two, since an individual policy is sometimes cheaper and sometimes not depending on your situation and whether you already carry other coverage.

Qualifying

To qualify without a guarantor, an applicant needs monthly gross income of at least three times the monthly rent plus qualifying credit history. Very few full-time students meet that standard, which is why most applicants qualify through a guarantor, usually a parent, who meets the income and credit requirements. Applicants who cannot do either can apply through Leap or pay a deposit equal to two months' rent.

Applicants without a qualifying guarantor can apply through Leap, a third-party cosigning partner. Leap's Guarantor Waiver Program approves applicants based on student status with no upfront cost and a monthly fee. Its Institutional Cosigner program charges a one-time fee to cosign for the lease term. Both are priced by Leap rather than by the community. Apply directly with Leap and be approved within two weeks of applying at the community. The remaining option is a deposit equal to two months' rent.

Yes, and the requirements are the same as for any other applicant, with one addition. Leap's Guarantor Waiver Program is also available to applicants without a US-based guarantor. Contact the leasing office to walk through documentation before you apply.

Changes and Problems

The late fee is 10% of rent, charged on the 6th of the month if rent has not been paid. On a by-the-bed lease you are responsible for your own rent only, so a roommate's late payment does not create a late fee on your account.

No. There is no subletting. The only way to exit a lease early is reassignment, which requires you to find someone willing and able to take over your lease. That person applies, pays the application and applicable fees, and must independently meet the rental criteria with their own qualifying method, since yours does not transfer. You pay a reassignment fee of 85% of one month's rent and clear any balance. You remain responsible for the lease until the assignee signs, takes possession and pays. Plan on holding the lease for its full term.

The transfer fee is $350 for moving to a different apartment within the community during your lease. This is separate from reassignment, which is handing your lease to a different person entirely. Contact the leasing office about availability before starting a transfer, since it depends on what is open.
