The short answer

Parc View at Commonwealth offers 12 penthouse-level floor plans, half of the building's 24 total, on the upper floors of the 16-story tower. Penthouse versions exist in every bedroom count: one, two, three and four bedrooms, from 601 to 1,430 square feet. Each carries the same private bathroom per bedroom, the same furniture package and the same lease terms as its standard counterpart. The difference is floor height and view. The 2027/28 term runs August 14, 2027 to July 31, 2028.

The Honest Definition

What Penthouse Means Here

In a lot of buildings, penthouse means a different and larger class of apartment. At Parc View it means the same apartment on a higher floor.

Compare the plans directly. A1 and A1 Penthouse are both 601 square feet. C2 is 1,101 square feet and C2 Penthouse is 1,101. D2 is 1,430 and D2 Penthouse is 1,430. A few differ by a handful of square feet in either direction, and in one case the penthouse version is slightly smaller than its standard counterpart. You are not buying more space.

What you are getting is elevation and sightline. In a 16-story building on a downtown block, the floor you live on changes what you see out the window, how much light the apartment gets and how much street noise reaches it. Whether that is worth anything to you is a personal question, and it is the only question this page is really about.

Everything else is identical. Same private bathroom for every bedroom. Same full-size bed, two stackable dressers, desk and desk chair in each bedroom. Same sofa, TV stand, coffee table and 55 inch smart TV in the living room. Same full-size washer and dryer, same kitchen package, same lease term, same utilities. Ask the leasing office which floors the penthouse plans occupy and whether they price differently from standard plans, since both vary.

By bedroom count: one one bedroom, three two bedrooms, three three bedrooms and five four bedrooms.

What You See

Monroe Ward Park and the Richmond Skyline

The building looks out over Monroe Ward Park and downtown Richmond. From the upper floors, that means a view across the Monroe Park Campus toward the city rather than across the street at the building opposite.

Exposure matters as much as height. A unit facing one direction sees something different from a unit on the same floor facing another, and neither floor plans nor square footage tell you which is which. This is the single thing most worth asking about in person, and the single thing a floor plan drawing cannot show you.

Tour the actual unit if one is available rather than a model on a lower floor. Ask which floors the penthouse plans occupy, which direction a specific unit faces, and what is currently under construction nearby that might change the sightline during your lease.

Penthouse Plans

A penthouse plan at Parc View is the same apartment layout on an upper floor of the 16-story tower, not a larger or different class of unit. Twelve of the building's 24 floor plans are penthouse-level, available in one, two, three and four bedroom counts from 601 to 1,430 square feet. Each has the same private bathroom per bedroom, the same furniture package and the same lease terms as its standard counterpart. The difference is floor height, light and view.

No, not meaningfully. A1 and A1 Penthouse are both 601 square feet. C2 and C2 Penthouse are both 1,101. D2 and D2 Penthouse are both 1,430. A few plans differ by a handful of square feet in either direction, and C1 Penthouse at 1,100 is slightly smaller than C1 at 1,117. If more square footage is the goal, choose a different bedroom count rather than a penthouse version of the same one.

Twelve of the 24 floor plans are penthouse-level: one one bedroom (A1 Penthouse), three two bedrooms (B1, B2 and B3 Penthouse), three three bedrooms (C1, C2 and C3 Penthouse) and five four bedrooms (D1 through D5 Penthouse). B3 Penthouse is the only plan with no standard-floor counterpart.

Penthouse plans sit on the upper floors of the 16-story tower. Contact the leasing office for the specific floor range and for which floors are currently available, since that changes through the leasing season. Exposure matters as much as floor height, so ask which direction a specific unit faces before you commit to it.

Current rates for every plan, penthouse and standard, are published on the floor plans page. Rates are quoted per bed rather than per apartment and change through the leasing season, so compare the specific plans you are considering there rather than assuming a premium either way.

The building overlooks Monroe Ward Park and downtown Richmond. From the upper floors that means a view across the Monroe Park Campus toward the city. What any individual unit sees depends on exposure as much as floor height, and neither the floor plan nor the square footage tells you which direction a unit faces. Tour the actual unit if one is available rather than a model on a lower floor.

Everything Else

Yes, the same package as every other apartment in the building. Each bedroom includes a full-size bed, two stackable dressers, a desk and a desk chair. Each living room includes a sofa, a TV stand, a coffee table and a 55 inch smart TV, with an additional chair and a movable bar in select units. Every apartment has a full-size washer and dryer. None of it is billed as a separate monthly furniture charge.

Yes, in all 24 floor plans including every penthouse plan, with no exceptions and no upcharge. Bathroom count matches bedroom count, so a four bedroom penthouse has four full bathrooms. Roommates share the kitchen, living room and the in-unit washer and dryer.

The 2027/28 lease term runs August 14, 2027 to July 31, 2028. That is just under a full year and it covers the summer between academic years, unlike a university academic-year contract that ends in early May. The lease ends July 31 and the next year's lease begins in mid-August, so there is a short gap between lease years to plan around.

Trash removal, 1 Gbps internet and standard pest control service are included, along with the furniture package. Water, sewer and electricity usage are billed back monthly through Conservice and appear on the resident ledger rather than as separate utility accounts. There are no usage caps. There is no cable television package. Parking and renters insurance are separate. The full schedule is on the fees page.

Floor plans cannot show a view. Ask to tour an actual upper-floor unit, not a model downstairs.
